By my understanding without a service we can't send the document to broker...

We can send the document to Broker with out Service, by executing only publishable document in Developer.

yes...open the publishable document in developer and click on run...

You can use 'Document Tracker' tool to publish the document directly to broker. I'm not sure it supports for latest versions

U can use jmeter external tool to send messages to jms broker
