I don't think you could do without disabling it, since you need to edit it which is possible only when you disable it.
You can also try looking up for the location where the config files are saved and editing them or look up in the db if the config settings are stored there and try to modify them...but still i feel you need a server restart if you change any config settings in files or at db level..
